绿色低碳转型成效突出。初步测算，全年全国万元国内生产总值二氧化碳排放[22]比上年下降5.0%。水电、核电、风电、太阳能发电等清洁能源发电量42481亿千瓦时，比上年增长14.4%。新能源汽车产量1652.4万辆，比上年增长25.1%；年末新能源汽车保有量4397万辆，比上年末增加1257万辆。在监测的339个地级及以上城市中，空气质量达标的城市占72.6%。3641个国家地表水考核断面中，水质优良（Ⅰ—Ⅲ类）断面比例为91.4%，Ⅳ类断面比例为6.9%，Ⅴ类断面比例为1.1%，劣Ⅴ类断面比例为0.6%。
